Traditional Buddhist prayer wheel.Bears the words, "Om Mane Padme Hum", ("praise to the jewel in the lotus") on the outside of the wheel, as well as being printed many times on the paper which is kept inside. With each turn of the wheel, it means that mantra kept inside the wheel has been read.
